The Certification Process & Benefits

During this session, you will learn the process and benefits of certifying your business as a small, disadvantaged- and minority-owned enterprise in the State of Colorado and/or federally. Learn how to break into a new market by diversifying your client portfolio to include government entities. We will discuss various platforms to search contracting opportunities, research prior awards (pricing and details) and become familiar with the process to effectively participate in the response procedures.

Topics will include:

  • Overview of the City and County of Denver’s Economic Development and Opportunity Division of Small Business Opportunity (DSBO)
  • Understanding of certifications
  • Overview of NAICS codes
  • Overview of federal agencies in Colorado
  • Federal certification requirements and benefits
  • Resources available through Colorado Procurement Technical Assistance Center (PTAC)

Speakers:

Elly Bacon

Assistant Director, Division of Small Business Opportunity, Denver Economic Development & Opportunity

Elly Bacon is the Assistant Director of the Division of Small Business Opportunity (DSBO), a division of Denver Economic Development & Opportunity. For DSBO, Elly oversees socially and/or economically disadvantaged certification and strategic development. Bacon has more than 15 years of experience building and delivering new and existing community programs to support women owned businesses in both the public and private arenas.

Prior to joining DSBO, she was the Director of Community Development & Engagement for the Women’s Business Enterprise Council West, an affiliate of a national organization that connects women owned businesses to the global economy through advocating for procurement opportunities, certification programs, and strategic partnerships.

Community outreach has always at the core of Elly’s work. She previously was the board chair for the Opportunity Council, which is an all-volunteer organization whose emphasis is on the commitment to the success of Colorado’s business community by bringing public and private sector powerhouses face-to-face with talent to grow their vendor partnerships. She also sat on the advisory councils for Denver Public Schools' Business Development Outreach (BDOP), Denver Water's Small/Minority/Women Business Enterprise (SMWBE) Committee, and the Regional Transportation District Small and Disadvantaged Business Enterprise Advisory Council (S/DBEAC).

While at the Colorado Women’s Chamber, Bacon developed and implemented the Women’s Chamber Young Professional Group and lead the branding and logo implementation—work which reflects her experience and skill in communications and marketing.

Elly’s other passion is volunteering to produce the Colorado Firefighters Calendar, which supports the Children’s Hospital Colorado Burn Center & Burn Camp. She has been supporting them since 2007 in a multitude of roles from the executive committee to the board of directors to running the production logistics for their two largest events.

Carolyn Terrell

Senior Consultant, Colorado Procurement Technical Assistance Center (PTAC)

Carolyn Terrell retired from The U.S. Small Business Administration (SBA), where she was Supervisory Business Development Specialist serving 20 years at the Colorado District Office and small businesses in the State.

During her tenure with the SBA, Ms. Terrell administered the 8a Business Development Program, the Small Disadvantaged Business Program, the HUBZone Empowerment Contracting Program, and the Women Owned Small Business Programs. She provided certified firms assistance with business development to include starting, developing and expanding their business and entrance into the government procurement arena.

Currently, Ms. Terrell is a Senior Consultant with The Colorado PTAC providing consultation services to companies who aspire to enter or expand their business to government agencies.

Additionally, she leverages her expertise consulting President’s/CEO’s of small and mid-size level with capture management and determining strength, weaknesses, opportunities and threats to the business. She provides practical and proven suggestions to build an effective win strategy to compete successfully in the global economy and the federal sector.

Ms. Terrell, is a graduate of Friends University, Wichita, KS, holding a Bachelor Degree in Business Administration/Management.
